Texas Dog Owner Faces Felony Dog-Bite Charges

In the first Waco case to be tried under “Lillian’s Law,” a tougher dog-attack law passed last September, Ancelmo Banda of Waco, TX, was charged with a felony last weekend in connection with an alleged attack on a sixth-grade boy by two of his pit bulls. According to the arrest warrant, the two dogs escaped from an improperly secured chain-link fence and attacked the boy without provocation.  If convicted, Banda could face anywhere from 2 to 10 years in prison and a fine of up to $10,000.

Lillian’s Law was named in remembrance of Lillian Stiles, a 76-year-old woman who was mauled and killed by a pack of six escaped pit bull-Rottweillers. The owner of the dogs was acquitted of all charges.
